As a Federal Telegraph engineer, Miller helped establish the U.S.-France radio circuit during World War I by supervising the installation of stations at Annapolis and Bordeaux. In 1919 he sent the first radio-telegraph message around the world from the Bordeaux station. He founded Vitivox Company in 1928 and developed the Philips-Miller method for sound reproduction.
